Change the regular W speed of the speeder from 87km/h to 65km/h

Reason:
I've talked with GC, the ARC Director and Medical Director about this change and all are fine with it. Basically we all feel the regular cruising speed with the speeder is a bit too fast, when you spawn you and go to move out it goes too fast for precise movement as it get's up to speed straight away, by reducing the normal speed it will make it nicer for speeder patrols and general cruising around as well as being precise in tight areas where usually the speeder is way too fast.
